Immigration: Blessing or Curse?

(The Center for Faith in Politics posted a link to this story from National Review, and posed some questions related to the subject matter of that story. They asked, "Is immigration good for the country? Christian? Just another form of hospitality?" My response follows below.)

First of all, let me say that the federalization (and subsequent foreign deployment) of National Guard troops is despicable, and makes a mockery of our defensive abilities here domestically.

Let me say that as libertarian I am all for private forces (read: the people) defending their own stuff (or the property of individuals who have granted them the authority to act on their behalf) from aggressors. I have corresponded with Michael Gaddy of the Minuteman organization, and I discovered that his motivations for his involvement we largely based on the fact that home invasions, livestock theft and killing, and property destruction (i.e. fence cutting, etc.) are rampant along the US-Mexico border.

If the government is to exist, one of its central functions must be to protect property owners from aggressors. I do, however, believe that the government's immigration policies are to blame for this problem. Immigrants would not be crossing private lands at nearly the frequency at which they presently are doing so if immigration were unrestricted.

Focusing on national security for a moment, let me explain why an open immigration policy would likely augment our safety, rather than undermine it. Presently we have a whole black market industry in place where "coyotes" are paid a fee in exchange for their services in assisting would-be immigrants in crossing the border undetected. Were it not for the illegal status of most immigration activities, this cottage industry would not have developed at nearly the speed. Thus, any ill-intentioned foreigners who wish to cross undetected into our land to do us harm can easily blend in with the crowd of other illegals, and are far less likely to be identified than if they immigrated through a more efficient, less secretive, public right-of-way (roads, etc.).

With regards to the economic effects of immigration, we often hear complaints of "jobs lost" to immigrants. This has been a common "talking point" for the anti-immigration set since the "Know-Nothing" party of years past. This concern is mistakenly held by many. I say mistaken for a simple reason. This idea is based upon the assumption that there are a fixed, or in some sense limited number of jobs potentially available in this country. This is not so.

When an immigrant comes to this country, he or she is not simply taking a job, but also buying gasoline, paying rent, and paying the asking price on consumer goods. All of these activities
create wealth, and, consequently expand the economy which of course results in, you guessed it, more net jobs.

An additional benefit of this influx is that it drives down production costs for manufacturers, farmers, and other producers due to decreased labor costs. This drives down the price of consumer goods for all Americans, and, additionally, makes American enterprises far more globally competitive, which in turn brings in more business from around the world. All of this is good for America.

On an ethical level, I must cry foul at the immigration opponents' desire to use force against immigrants. What we are talking about here is, effectively, curtailing free exchange between labor and employers. Immigrants are not trespassers simply for coming into this country. They are invited laborers. By whom are they invited? By those who wish to employ them, to sell them goods, or to rent or sell them real property. This is not an explicit invitation of course, but money speaks louder than words. By arguing for a partial or total prohibition on immigration, we are talking about arresting people who are generally living in rented appartments, working jobs for grateful employers, and buying things from grateful business proprietors. Whence cometh the trespassing?

Of course, the anti-immigration lot are mostly concerned about protecting the cultural status quo. They do not want to see signs in Spanish, to hear people speaking Spanish in "their" country, or, frankly, to have any incentive to learn another tongue. These people think of America in terms of what they want to see and hear, not what rights we ought to recognize. They are effectively trying to exercise property rights over property that is not theirs. Oft-heard claims of increased crime rates in border areas are neatly circular, since this often refers to the crime of illegal immigration. Let's be honest here: are we really concerned that people who are willing and able to save up some capital, travel sometimes thousands of miles, endure untold hardships, and leave their home and family, all for the hope of better opportunity in the "land of plenty" are going to, upon arrival in their eden, suddenly become irresponsible criminals?

This issue, by the way, would be far easier to deal with if we didn't have immense tracts of land which presently "belong" to the government via the Bureau of Land Management, et al. If all land was either privately owned or available for homesteading, the trespassing claims would be far easier to adjudicate. Unfortunately, land which should be open to homesteaders is instead retained by a government which has done little (in most instances) to improve the land, and which, therefore, has no common-law claim to the land.

In conclusion, immigrants, both legal and illegal, contribute to our economy and to our standard of living. I welcome them. As a Christian, I welcome the cultural education that each immigrant is capable of bestowing upon me, because that makes my compliance with Christ's great commission far easier.

Homocide, War, Murder, and Their Distinctions

(The Center for Faith in Politics posted a link to this story, and posed three questions related to the subject matter of that story. The first query was whether or not the US government should apologize for past misdeeds. The other questions were "Are killings justified if they might achieve a greater good?" and "Is there a difference between a person killing a person, and a government killing a person, or set of people?" My responses to all three questions are below.)

First, to answer the first question posed: yes, the US government should apologize for atrocities committed by the US government, even if they were committed 40 years ago.

As for the more in depth, philosophical question... I believe that the six commandment is absolute. "Thou shalt not murder." Now, that response actually begs the question a bit, because the real question here is, "Which homocides are murder, and which aren't?" We know, for instance, that we are supposed to defend the poor and fatherless (presumably those least able to defend themselves) as per Psalms 10.

Vengeance, on the other hand, is the Lord's alone (Deut. 32:35, Romans 12:19, Hebrews 12:30, etc.). There is some room for further inquiry here, however, since Psalm 149 does talk about God's people carrying two-edged swords so as to execute God's vengeance upon the heathen (v.6). (Also note Luke 22:36 on defensive preparedness.)

The question remains: is it acceptable for a Christian to kill someone in a non-defensive manner? First, let me clearly define "defense." According to Dictionary.com, to defend is to "make or keep safe from danger, attack, or harm." So, in its purest form, defense may be considered the repulsion of an attacker, i.e., from one who would inflict harm on one's self, or upon the person of another, or, finally, upon one's property.

This last bit, the defense of property, cannot, in my view, warrant homocide without mitigating circumstances, such as a deadly weapon's use in the thief's taking of said property. The famous passage about an "eye for an eye" is, contrary to popular interpretation, clearly a limitation on punishment to those punishments which fit the crime, so I feel pretty comfortable saying that we as Christians are not to shoot people for, say, stealing popsicles, or, heck, even televisions.

With the property question out of the way, the question becomes, "Under what circumstances may I righteously kill someone in defense?" Because no man knows the hearts of other men, save God, then no man can be seen as righteous when he engages in a preemptive attack. We cannot know the intent of others beyond what they tell us, and what we actually see them do. Therefore, a man's arming of himself cannot be cause to kill him, although this prescription may change if the man arms himself after he declares, "I am gonna get my gun and kill you!" In such a case, the offender, even if he meant to joke but was unclear, may be seen as having exposed himself to bodily liability through his actions. So the standard comes down to some sort of "reasonable belief" on the part of the defender that his life or limb may be in danger.

What then of government killings? I think that this is relatively easy to answer. There is no such thing. An individual (or in some exceptional cases, several individuals) always commits the act necessary to effect the killing. The real question is whether or not an individual is permitted to kill an innocent at the whim of the state (i.e., politicians). My answer, as a world-hating, God-fearing Christian must be an emphatic "no." There is no reason to believe that a murder committed "in the line of duty" (read: "on the job") is less reprehensible than a personally-motivated killing.

Most important to me in this discussion is the issue of collateral damage. This concept can only be justified by a consequentialist ethic, such as utilitarianism. The scriptures, remarkably (actually, not so remarkably, given their divine inspiration) anticipate such ethical farces as utilitarianism. Romans 3:8 clearly declares that it is antithetical to God's law that we should say, "Let us do evil, that good may come".

If, then, we are forced to abandon the consequentialist analysis of right and wrong, we are left with a much easier system of judging right from wrong. We no longer must painstakingly attempt to predict the outcome of a particular action in order to determine its moral status. If the action is wrong in and of itself, it is wrong to perform--finis! We are, frankly, left with the obvious system here. We are to abhor those acts which are not in keeping with God's law (the law, as far as this anarchist is concerned). The taking of innocent life, even for a "good cause," is not permissible. The theft of property, even for a "good cause," is not righteous.

In summation, (1)no, the "greater good" cannot justify a killing, (2)and no, there is no qualitative difference between organized killing and unorganized killing. Although, as to this last point, the scriptures do reflect a holy disdain for warlike peoples, stating (through David), "scatter thou the people [that] delight in war" (Psalm 68:30b).

Money in the United States: History and Theory

I. Ludwig von Mises Institute (LvMI)

· A research and educational center for Classical Liberalism and the Austrian School of Economics, which is dedicated to defending:

II. Current Conditions

· According to a story published 10 October 2005 on Bloomberg.com, the price of gold in US dollars has risen 8.1% in the past 6 weeks, and more than 9% so far this year.

· As of October 10, 2005, the price of an ounce of gold was $477.70.

· Gold has been appreciating against almost all major currencies this week, signaling world-wide inflation.

People are seeking gold as an inflation hedge and neutral currency.

III.Inflation

· Inflation is the devaluation of a unit of currency.

· It would take $1215 of today's currency to equal the purchasing power of $100 in 1932.

· Price index data can be useful in observing inflation, but is often not reliable as an absolute measure.

· Changes in the price of gold in dollars is a good indicator of inflation, but, as with all scarce commodities, gold's price fluctuates not only due to inflation but because of changes in supply and demand.

IV.Origin of Money

· Exchange occurs because of the benefits of the division of labor.

· To demonstate this, assume that a baker can make four loaves of bread per hour, but only one candle. Assume also that a candlemaker can, inversely, make only one loaf of bread per hour, but four candles per hour. Compare the results of being a “jack-of-all-trades” to those of specialization.

· As specialization of the workforce progresses, barter becomes more complex and more difficult.

· Money is a commodity that becomes a medium of exchange. Such media facilitate exchange and aid in economic calculation.

· To be a good money, a commodity needs to be:

1. commonly regarded as valuable

2. durable

3. easily divisible

4. homogeneous

V. History of Money

· Gold and silver, like other commodities, are traded by weight.

· “Dollar,” “Franc,” “Mark,” and “Pound” were all originally the names of units of weight of gold or silver.

· Privately minted coins circulated in the United States as late as 1848.

· Government, under the pretense of preventing fraud and maintaining standards, began passing “legal tender” laws as early as 1819. The actual motive was to force people to accept money other than gold.

· Before 1933, a “dollar” was 1/20 oz. of gold by definition.

· 1933: FDR ends strict gold standard.

· 1934 – 1945: The dollar is redefined as 1/35 oz. of gold, but now redeemable only by foreign governments and central banks.

· 1945 – 1968: The “Bretton Woods” agreement results in the US government's further inflating the money supply. The US is more inflationary than either Japan or Western Europe during this period.

· Early 1950s – Summer 1971: Foreign governments begin heavily redeeming dollars for gold.

· US gold stock dwindles from $20 billion to $9 billion

· $35/oz. gold became difficult to honor towards the end of this period

· August 1971: President Nixon takes the US off of the gold standard and to a fiat currency for the first time in national history.

VI. Business Cycle

· The “Boom-Bust” cycle has been pondered by economists for more than a century.

· The business cycle proceeds as follows:

1. The Federal Reserve expands credit/money supply by lowering interest rates to its borrowers.

2. Businesses take advantage of the cheap credit to purchase capital goods (and the associated labor). The “easy money” causes miscalculation in the market, and misallocation of resources.

3. Prices for capital goods, labor, and (to a lesser extent) consumer goods, increase. This is the “Boom” part of the cycle.

4. As the money supply increases, more goods are imported.

5. Domestic prices increase and domestic producers become less competitive globally.

6. A trade deficit means that gold and other commodities flow out of the country. Eventually, the central bank must contract outstanding bank loans to stave-off monetary collapse. This is the “Bust” part of the cycle.

7. During the Bust, debts are repaid, domestic prices fall, and savings increase.

VII. Why Inflate?

· To “stimulate the economy” in the short term, thus giving the appearance that the government is “doing something,” usually about unemployment or decreased consumer spending.

· To increase federal spending without raising taxes (effectively a back-door tax increase).

VIII. Advice on Policy

· Economist Ludwig von Mises said, “The President, Congress, and the Supreme Court have clearly proved their inability of unwillingness to protect the common man, the voter, from being victimized by inflationary machinations. The function of securing a sound currency must pass into new hands, into those of the whole nation.”

· Representative Ron Paul (R-Texas) says, “An official coinage that reflects honest bullion weights is a powerful symbol of the gold standard that we support.”

Fiat Money and the Elderly

Yesterday I went to Montgomery, AL to speak to a group of about twenty-five retired gentlemen on the invitation of a certain Mr. Cluck. My Jeep CJ-7 committed suicide while I was en route, something for which I was not really prepared given that this occurred at around 7am. I do not usually rise until 8am or so. I was fortunate enough to be within close enough range of the speaking venue for Mr. Cluck to get in his car and pick me up from the side of Interstate 85.

I arrived at the appointed place at around 8:20am (twenty minutes late), and no one seemed angry. So far, so good. I had been asked to speak on monetary policy, gold, and inflation. Thankfully, I built the index for the new edition of Rothbard's What Has the government Done to Our Money?, which now incorporates his Case for a 100 Percent Gold Dollar (buy it here), over the summer. To shore up my monetary theory and history knowledge prior to my lecture, I read excerpts from The Gold Standard, (ed. Lew Rockwell; buy it here), Austrian Theory of the Trade Cycle (buy it here), and other assorted essays on money, including one by Walter Block. Despite this preparation, I was still quite nervous about delivering this speech--my first libertarian talk of substantial length to a non-libertarian audience.

Having never delivered a lecture of any length on money before, I wasn't quite sure where to begin. After talking about the Mises Institute's programs and activities for a few minutes, I dove right in. First, I started out with the basics: exchange arising as a result of the division of labor's benefits to participants, the increasing complexity of barter transactions relative to the specialization of the labor force, and the medium of exchange that reconciles all of these. I talked about the criteria for choosing a good money commodity (commonly valued, durable, divisible, homogeneous).

After the introduction to basic capitalist theory, I started in on the history of money in the United States, and the gradual move from sound money to fiat money. When presenting such a horror story of corruption and hubris, it is difficult to sound even nominally pro-government. I usually don't worry about such things, but, hey, I don't like for older folks to dislike me. They usually know what they are talking about, and I didn't need another blow to the old ego (some people close to me would disagree). Despite having at least some Social Security recipients in the room, not one person piped up to defend Franklin D. Roosevelt from my assault on his "good name."

Again, so far, so good. Then I went on to the even more controversial stuff. I started talking about inflation, and how it causes the business (boom-bust) cycle. Not having been terribly familiar with the fine points of Austrian business cycle theory, this was the portion of my talk that had me sweating the most before hand. I am not certain, but I feel fairly sure that everyone who heard me got some idea as to why inflation causes the boom-bust cycle. I concluded my talk by advising everyone to include gold in their investment portfolios as an inflation hedge, and by reading quotes from both Ludwig von Mises and Ron Paul about sound money and government.

As it turns out, I shouldn't have been nervous to begin with. The only questions that were asked of me with which I felt uncomfortable were more or less financial planning questions. Since my host, Mr. Cluck, is a certified financial planner, I gave a quick disclaimer about my not being an expert in the area of investment, offered some questionable advice, and then referred the question-asker to the professional. Everyone applauded in the end, and a few gentlemen even purchased books. To ice the cake, one kind fellow gave me a ride to a auto shop, where I waited to be picked up by the tow truck driver who would be my chauffeur back to Auburn.

So, to tally the final score for the outing, I lost a car in the deal, but I netted tons of confidence in my ability to lecture for the length of a normal class period. The coolest aspect of the whole ordeal was that I reaffirmed the truth of the old adage by Lucius Annaeus Seneca that "Men learn while they teach." Now I just hope that someone comes along and asks me to lecture on tons of topics with which I am not acquainted. Then, I really might end up knowing something.
